Add a cooldown for maps so you dont have to play utopia and kitsune ever 3rd map

How / why would it benefit the Surf server:
if you arent trash in surf youll understand

Potential Issues/Exploits:
noobies will cry my ears bloody

Free Blicky and nice event on lovetunnel would love to see more of that with better rewards
