I think the reactive XP awards such as, destroying nukes, arresting wanted players and foiling drug runs is a good idea. I think they should give a significant amount of XP as 40 every X minutes is basically all you get and, for someone like me, who is only level 8, would take ages to even get to level 9 let alone 10.
