Suspicion means you THINK something is the case, but have no solid evidence to prove it is the case.
In this context, you didnt have evidence to prove he did something or was going to. You acted on SUSPICION that he did it. Just because nobody was in tower when you came to check, doesnt mean nobody was there to begin with, and didnt jump off/leave like you did.
Sorry, but on this server you need evidence to KOS someone. In this case, you can only kill him if you saw him plant it.
