But thats just going off assumptions it does not matter you have to make a sit and talk to the person before handing out punishment, i was told to never do this when i punished someone for rdm without making a sit.

The issue I see here is that you was avoiding the sit, The "rp" you was doing was minor and if anything trolling. You was sat doing the laughing emote attempting to troll other players with it. If you was warned mid raid or mid gunfight then yes he would be in the wrong. As he stated he could see what you was doing and felt it was fine to warn you. If you didn't rdm you wouldn't of been warned in the first place.
