After looking through your report and talking to the relevant parties, I've decided to deny it. I highly doubt that Jamie has deliberately ignored his fellow gang member using drugs. He barely had a chance to spot the crime when he was walking past and it's generally easy to miss something like this when focussing on other stuff. I don't think that a punishment is necessary in this situation.

No further action will be taken.
