Doing /pm [steamid] [message] to someone who is offline will send them the message in the notification tab.
How would it benefit the server:
It would make use of the notifications tab and be helpful for needing to talking to someone when they are not on the server or if you are not friends on steam/discord/etc.
Potential Issues/Exploits:
Spamming/ Flooding logs.
