Make it for gangs and it cant be permanent like gang upgrades, a member of the gang would have to buy it at an NPC or in a menu. I think that if this was the case it would be quite good maybe if it lasts for like 2 hours. the upgrades i agree with is speed, jump, damage boost (Make it so it isn't too op), doeble police xp, crafting speed and mining speed.
