This sounds like a good idea. Some ideas for perks:

- Double police xp for (two?) hours
- Everyone gets an additional (free card pack?)
- Mining speed increased for (one?) hour
- Crafting speed increased for (one?) hour

Those are just some random ideas I got while driving to work!
You'd really need to watch out for alt accounts on some of them tho...
