After looking through you report, I've decided to deny it. Spectrum was allowed to kill you on sight because you entered a highly restricted area (in your case the area behind the security bars inside the bank building). Entering such an area is considered "raiding" and therefore an exception to the rule that requires police jobs to always attempt an arrest before going lethal. He did not break any rules.

No further actions will be taken.
