Suggestion Title: Nerf the K398 electronic rounds

How would it benefit the server: Right now, the radius of the round is stupid, you can hit printers through thick walls and force the defenders to keep having to repair them, which almost always costs the defenders their base. It's completely unfair when raiders can spam the rounds and it being effective in any way. The point of a base dupe is to have defense for when the raiders push in, but since they don't even push in, what's the point? This has made people reluctant to base due to how incredibly hard it is to defend against 40 of these fucking things. In all the bases i've been in within the past year, it's always ended to people spamming k398 electronic rounds.
