I understand how that could easily cause confusion and make you think he punished you for the report he made on you.

Well that changes everything. If that's true then it's obvious there won't be anything done against Donut.

In my opinion he should still be spoken to about the way he handles reports. As a staff member you need to make sure that when you are giving a punishment that you make it clear to the user why they are being punished, which clearly was not done here.
