Nobody has to be on 24/7, the minimum requirement is 3 hours a week and if you do not reach that you’ll get contacted about whether you’ll be getting it next week or not (in this case he said he would but didn’t and received an official warning for inactivity). You can even go on inactivity for a while if you have a reason for it. If anything, I think it could be stricter.
