Taking into consideration the fact that you hacked twice, though admitted makes this situation rather interesting. Your permanent ban was issued on the 2nd of June (02/06/2019) and now it's the 28th of July (28/07/2019) making it 56 days since you access to the SSRP servers was revoked, which isn't even 2 months... Yet. I've finally decided to deny this Appeal, I'd like you to either show your change on other ZARP services or wait a bit longer.
