If I am in the meeting on Sunday I will suggest to have the rules altered slightly so that you don't need to warn people multiple times when they use a HS. Instead, you can just say "Using my HS is KOS", and kill anyone that goes against this.

The problem is not really about the rule he broke, just the way he went about it after. I'm guessing that's more why Donut made this report but obviously his evidence hasn't been uploaded yet. The clips I provided show a little of what this report should more be about, but still it's only a fraction of what was said.
