After talking to Jaffar about what happened, i've decided to deny this appeal.
Although hitting people with your car does not affect their health, it will decrease their armor and therefore affect ongoing and following roleplay situations. The CDM rules still exist for exactly that reason and are worded accordingly:

Your appeal is now solely based on the staff ethos and your claim that the punishment was excessive. According to Jaffar, you've continuosly used your vehicle with the intention to hit other players. You have been verbally warned multiple times leading up to your warning. Since you didn't provide any evidence that would disprove his statement in your appeal, I have no doubt in the validity of the punishment you've received.
