Your points that you are making are quite confusing but I can see why you would say that he doesn't learn.
From what I know, he cannot prove himself that well because of his military training, but a lot of people from zarp including some lead team members are on another teamspeak with him when he can join us and he does show regret to his actions as well as having the attitude of a uptight business man.
From what myself and others have seen, he really has learnt from what he has done.
