If they don't have the item then the usual just happens. But if they do, then it gets moved from the scammer to the victim. And okay, maybe only CM should be able to do so, and the victim should do a forum post with proof or something

Yeah but then what if a head admins steals items from a player who owns an inventory with alot of items and cash, they simply wouldn't notice?

Edit: Basically, head admins may abuse before they leave the server and maybe take vengeance against people.
