It seems like your missing your DLL files. This means that they have probably corrupt. This probably leads to how steam is an external file which generates a few errors on installation. Now to get these files back the only way to think of is re-installing them. I have found a link which should help repair all corrupt files:

Install this and click "Fix all"
If none of this worked try some of these
Right click on steam and click "run as administrator"
If that still doesn't work then delete steam, empty your recycle bin, and re install it at
store.steampowered.com/about
if this still doesn't work then I don't know.
