When I handle reports, I would at least open a chat if someone said someone else ignored an unid'ed body, if the victims agree, no punishment, if the victim doesn't agree, they have an argument which gets nowhere without, and you can't punish as the victim has no proof stating otherwise, so 9 times out of 10 I wouldn't punish. Also, lying in this scenario is imo also excessive, as at least they gave a valid KOS reason, which may or may not be true, something that Stuny wouldn't know without opening a chat.
