From what I watched, it didnt look like favourtism at all. When Peek said it, he specified that it was not a KOS. Although confusing, he didnt break a rule. However when you said Eddie was a T, you didnt specify that it wasnt a KOS and he may have got killed for it, prompting a warning from Buffy for False KOS.
