No actions were taken on these players since the last report I made, which lead to even more harassment.

They bassically broke many rules, and tried to sort of behave when there was a mod on (even tho they clearly didnt know rules and even trying to behave still got a lot of reports on them)
The targeting, harassment kept going as expected.
After the mod got off, it turned into chaos again.
