I completely agree with you, he should have been more careful with the report. He has no way of knowing whether or not he witnessed it, and should have opened a chat to figure out why he decided to kill the traitor if he was really unsure.

he wasnt able to open a chat cuz the Victim left AKA Kevin

He still should have reached out to Quadrum to figure out why he killed him.

And even if he couldn’t/didn’t contact Quadrum, he just shouldn’t have punished anyone
