Suggestion Title: Handcuffs

How would it benefit the server: It will be another weapon that detective can use there points on as there really isn't much the detective can spend their points on. It would also mean that detectives can integrate people without the fear that they would pull out a gun and kill them.

Potential Issues/Exploits: People handcuffing people for no reason and it being used to ruin a game rather then help deduct who the traitors are.
