Suggestion Title: Make it so cops can print in banks

How would it benefit the server: It would give the banker more uses as it would allow it to get more customers and why not the banks are a legal establishment that cops can not raid as it's stated in the rules and if a bank is being raided cops can assist in the defense of the bank

Potential Issues/Exploits: There could be some issues but I can't think of any at the moment

Additional notes: do it so nafes bank get some customers since launch day wasn't good
