Wrong. You would have to respond to the appeal telling that you were mistaken and that as an admin you have no anticheat tool and thus cannot see if someone is hacking and cannot have enough proof and thus should have never banned him in the first place. Then you bend over and prepare to take some severe punishment for wrongly perma banning a user
