I can slightly understand this reaction of yours, however it's not needed. He is trying his best to show his best side to regain our trust and for actually trying this time he should get a fresh set of eyes (you for example) as you only HEARD bad things about him.

Please refrain from kicking applicant's to the ground and try giving them actually good and helpful tips.
