You can use foobar and VB audio cable
If I remember correctly, you need to install VB virtual audio cable and set that as your main input device on steam so that your mic will not pick up you talking, and then set it as an input device on foobar?
I haven't done it in years so I cannot remember clearly how to do it, but hopefully this helps
