add homing pigeon to traitors and also flare to detecs

How would it benefit the server:
add a wider variety to the server as tbh, our server doesnt have much compared to others in these matters
now detectives also have a reason to carry a flare gun but to balance maybe reduce shots to 2 or maybe 1
Potential Issues/Exploits:
none that i know of except maybe making defibbing harder but thats always a challenge
