In this situation however, you guys were still engaged in a coinflip, since BeepBeep hasn't given you the reward, yet. He wanted to send you a trade request (he even message you with his intentions). In the footage, you can even see him failing to send you requests.

He didn't have an arrest baton or tazer out, so I really don't see an active attempt of arrest here. He also followed you for less than half a minute. You didn't even tell him to stop following you using /me, so I can kind of see where the warning came from.
