These are pretty much my thoughts. Granted, the person moving the button around definitely looks suspicious however they may have had a reason to do so.

The button is the video was hidden underneath the building and somewhat clipped into the building’s textures thus not clearly visible as per the rules:
The admin may have not realised a whole printer safe was attached and forgot to clean it up however as previously mentioned we don’t know who or why it was altered.
