If it was a custom addon to the server this is absolutely possible. It should be configured to allow for staff (probably LT+) to blacklist URLs from the radio selection.

Provided this did not have any significant performance hits to the server, I'd be OK with it however I think it would require extensive testing to ensure it wouldn't lag out the server.

Staff members could also see in the console the URL of the song played to prevent users uploading their own racist stuff to troll.
The staff members could blacklist that to stop that loophole.
