After discussing what happened with both of you on TeamSpeak, i have come to the conclusion to accept this report. We've never had any complains/reports against BlueCider until today, so a speaking-to was sufficient. BlueCider has realized his mistake and will learn from it. For future references Orange, when someone asks you why you punished someone, answer the person in a serious manner instead of being sarcastic, since misinterpretations do tend to occur between members of staff.
