It took me a while to think of a response to this as I completely understand where you are coming from, and it kind of makes sense. I believe that it would be even more unfair to deny someone, not because you don't think they deserve the promotion, but because of the denial of other applicants.

Either way it looks like I'm in the same boat Kurze is/was in now. I guess all I need to do is prove my "dedication" over the next few weeks.

It's more so because it seems to be a "requirement" to have at least 1 month as administrator and to uphold that without making exceptions.
I kinda worded that part in a dumb way but ye.
