I won't take sides here since there's no proof provided or anything like that, however, this looks odd to me, First off, you're saying 3 Lead Team Members watched it, yet none of those Lead Team Members actually approached him and had a CONVERSATION with him about said Issue? - and If you did have a Conversation, why would you feel the need to bring him up? Especially when he if I read that correctly, discarded the f1 as spam and left it after you told him to? This just seems like a full blown waste of time and energy from the LT's side and looks like an unnecessary punishment in general. About the Minimum f1 count I can't judge that and I won't say anything about that in particular.
