1. Somebody shoots near you, so you KOS him.

if someone was to do this you could technically KOS them as they could have a bad aim and can be a traitor, this is also traitor baiting which is resembling Rule 2.4.

2.4 Baiting as a Traitor
When in-game you cannot commit traitorous acts as innocent/detective. For example, you cannot shoot nearby players to “scare” them, push people near or off ledges or do anything that possibly harms the innocent team.

I suggest you look at the Rules for some of your application as it doesn't seem fully detailed,
