If a User calls a User retarded, and the other User minds it, a verbal is sufficient, because SSRP Rule 1.2 was broken.

But, if a staff member calls a User retarded, multiple times, not only was the rule broken, but the staff ethos as well.

There is no excuse for Jack's behavior, what he did is unacceptable and unprofessional.
