I have reviewed the footage you have provided and I can see that the hobos were, in fact, running a toll gate - as shown by the sign. Under no circumstance should a staff member prevent users from doing their respective duties in a roleplaying scenario, so in this case HUGE JACKMAN is in the wrong seeing as cops are allowed to arrest hobos for having a toll gate.

I have discussed the situation with HUGE JACKMAN and he understands that he was in the wrong and I have made sure that similar incidents won't occur in the future. HUGE will be brought up in the next lead team meeting and an appropriate punishment will then be determined.
