The reading you've mentioned comes down to Gametracker's inability to record time accurately. I've never liked gametracker because it's nowhere near reality in terms of recording time - to this day I still don't understand why it is used on applications because it can never guarantee an accurate reading and there's a significant level of calculable uncertainty that just isn't fair for staff candidates.
My play time this week sits at 356 minutes currently (source:
link) as given by the handy online tool Xnator advised me to use. Our minimum activity quota is three hours per week, so I have nearly surpassed this by a factor of two which by no means is 'poor' by any stretch of the word.
In comparison to other staff (who shall not be named), I have several hours extra in weekly time above them. So using your definition of 'poor' activity, their activity must be dire but that's entirely a separate issue.
