You currently have 2 recent punishment but i think 1 will expire before the meeting leaving you with 1 recent for RDM, which can be overlooked.

As for your application you have clearly put a lot of effort into it however there are some thing i want to address. First being the rule about health stations. The rule regarding them requires that in order to kill someone for using the health station they must be warned twice in text chat as they are using it, so in the scenario you provided it would be RDM. Secondly even if you know there is a chance you could be wrong about them planting the C4 that does not always mean you cannot KOS them, ignoring a C4 is also a KOSable act. Finally traitor traps is a very situational thing, if you can prove 100% without a doubt that player X activated it then it is KOSable, however most players just see someone looking near the trap and believe that to be enough evidence, which again is situational.
