Whilst this can be true, it could also be a sign of someone not giving a shit about their denial reason and not putting any work into improving themselves as a candidate, not saying this applies in this case. But, just because someone keeps applying, doesn't make them a better candidate, bananna...slifer...
Most things that someone could do could be seen as positive or negative. Like a low report could you could say that is taking care with there reports and going for quality but you could say it shows they don't have experience I handling situations. So take it how you want. As I have staffed for a long time I can say this has been done
