I have spoken with LuciouS, he told me that the guy you have killed was another cop. LuciouS was nearby and the cop was shooting at another person, not at you. And since both of you were cops you can not say that he was threatening your life as he wasn't else he would be breaking rules himself for shooting at you. So you clearly RDMed him. Regarding the other recent punishments I can't say much if you believe they are false feel free to appeal them with proof. Considering your recents your punishment is completely rightful and will stay.
