It would be logical to automatically assume its the person nearest, but that doesnt necessarily mean they commited the act, especially in an open space, as their are many other individuals which could have affected the outcome. However it if occurred in a closed space then it is quite different, as their is less likely to be as much external influence, and as your bottom of the tester example shows it is near impossible for anyone else to have committed the act and it is essentially a KOS. Location is a key factor in this. Also, BlueCrayons did lie in the report about the multiple unided bodies, so theres that. Again, however, BlueCrayons should not be punished for the RDM as he was baited into doing it.
