If you get demoted for activity then you need to prove that you can be active for example having great activity for a long time etc. If you abused your powers you need to prove that you can be trusted again you can do this easily by helping a lot and showing trustworthiness. If you were rule breaking well then you also need to prove you're trustworthy by helping out a lot and showing good interest in helping.

He was demoted for a particular incident that falls under just getting untrustful. If he has enough f1s, I don't see why he shouldn't be promoted. He has waited the two weeks the LT tols him.
