However, he never issued you a warning and rather to be kind he had only issued you a slay for what you had done.

I would highly suggest you provide a video as evidence if you really want anything more to be done, but from what was stated on your part and Chienman's part, it does sound like you did in fact kill on suspicion, despite that I assume the C4 was underneath the dirt block right next to the ladder and Chienman had just recently just gone up the ladder and didn't make any notice of it. Call it what you would like, but that is killing on suspicion as you made the assumption he was the one who planted it simply because you saw him come from the general area.
