Don't see why then guy would go through the whole effort of reporting some clear as day RDM (it's obvious the guy wasn't raiding the PD in the first place) and then tell someone to deny and lock the report, he clearly wasn't very happy about the situation in the video.

I don't see why either, but if he wants it denied I wouldn't accept it, unless I really disliked his attitude in-game.

I don't think I would like to see this locked and handled until the reporting person says publically that it can be locked and denied.
