Suggestion Title: Reduce freeday time

How would it benefit the server: Freedays currently make the server really boring because there is usaully multiple prisoners that wont rebel which leads to a full 10 minute round being played out for no reason. So I suggest whenever the game detects its a freeday half the time of the round to 5 minutes.
