Suggestion title:
Add the speed cola perk(reduce reload time of weapons)


How would it benefit the server:
The perk machines are a large part of what makes zarp TTT feel different from other servers it would not hurt to expand on this feature. As for the perk itself it would be nice to have a perk that has more of a noticeable effect rather than just doing a set amount of extra damage having your weapon reload faster would be a lot more noticeable, it would also be nice when using weapons with a longer reload time.

Potential issues/exploits:
Balancing and space to put the perk machine(addressed below)

Additional notes:
After messing around with the reload times on some weapons taking 15% off of the reload time seems fairly balanced for most weapons, not providing too big a change but still keeping it noticeable. As for where to place the perk machine there are not that many good spots on the map and it could become overcrowded, however i see this spot on the beach as a decent location and having a perk there would give people a reason to actually go there.
