Given the way users are banned for cheating there will either be evidence from an anticheat(which admins cannot view), or they will have had video evidence of them cheating reviewed by the lead team, so there will always be evidence of them cheating. The question is less about proving them innocent or guilty and more about assuming they did cheat and how you would handle their appeal, the ban for cheating a second time is permanent as a kick would be there first punishment. There are a lot of things to take into account when deciding how to handle an appeal like this however it would be wrong to dismiss every single appeal just because they were caught cheating, but it depends on the situation.
