First of all, he literally just said the ban is not about the snapchat
Second of all:

1.9 Impersonating Staff - You're not allowed to impersonate any staff members on the servers, this includes using names similar to those used by staff members within the community or saying that you are a member of the staff team when you are not. If you wish to use a name similar to that of a staff member you should first contact a lead team member for permission.

Finally, I would like to add that doxing of any sort is taken very seriously here. I am not handling this situation as I am away this week, but the handling staff member must remember that if any sort of doxxing has taken place, the precedent for what punishment must be handed out is clear.
