Suggestion Title: Spectate Command

How would it benefit the server: Easy to find rulerbreakers and stop them quicker.

Potential Issues/Exploits: I don't know who will have the code for it, but it's on other servers, even Deathrun.

Additional notes: It would be helpful for example when there is Mass RDM accusations, you could spectate the accused player, watch to see if they are indeed RDM'ing, and then slay them to prevent any further kills.

Edit - I've just realised the reason it is limited to Lead Team, and how it can be massively abused. Disregard this.
